All layers are children of other layers. You can add a layer anywhere you wish on the layer hierarchy. Learn more about layers.

Select the layer that will be the parent of your new layer.

Enter a name for your new layer.

You can verify the layer was created by viewing all layers using the Layer Visibilityin the Layers menu.
